One can’t be too sure, but I can imagine NHTSA calling Volkswagen HQ and asking, “Which do you want first; the good news or the bad news?” 

After all, VW’s small crossover/SUV hasn’t even had an opportunity to flood dealers, let alone the driveways of America. So catching the engine control module problem (sudden increases in rpm? not good) before thousands of customers are on the road with their new Tiguans is a good thing. Conversely, isn’t it a little embarrassing to suffer a Recall as your vehicle is being rolled out? 
Also, the 2008 Volkswagen Passat is included in the recall. The Feds are restricting VW dealers from selling ’08 Passats or ’09 Tiguans, since idling their 2.0L turbo-fours with the air-con running can result in unexpected rev surges.
